Aside the boot order there are other settings regarding boot. Check those out to find secure boot. Then try legacy bios boot. Just curious how long you waited before giving up. I was doing this same procedure last night for the first time. I got to the blue logo and it stayed there for a LONG time. We were windows 10 usb install freezes free a show so I just let it go. It was a good minutes later when I noticed the spinning circle appeared and the boot continued successfully.
